63. As responsible states with advanced nuclear technologies, including in the nuclear fuel cycle, France and India are interested to promote nuclear energy with the highest standards of safety and security and in accordance with their respective nuclear policies and international obligations.

परमाणु ईंधन चक्र सहित उन्नत परमाणु प्रौद्योगिकी वाले जिम्मेदार देशों के रूप में, भारत और फ्रांस सुरक्षा और संरक्षा के सर्वोच्च मानकों के साथ तथा अपनी-अपनी परमाणु नीतियों एवं अन्तर्राष्ट्रीय दायित्वों के अनुसरण में परमाणु ऊर्जा को बढ़ावा देने के इच्छुक हैं।

64. Noting that increased mobility of capital and technology have created new opportunities for avoiding tax and profit shifting, the Prime Minister said he urged every jurisdiction, especially tax havens, to provide information for tax purposes in accordance with treaty obligations.

पूंजी और प्रौद्योगिकी जुटाने में वृद्धि से कर वंचन और लाभ कमाने के नए अवसर पैदा होने का उल्लेख करते हुए प्रधानमंत्री ने संधि के दायित्वों के अनुरूप कर उद्देश्यों के लिए सूचना उपलब्ध कराने के लिए खासतौर से कर वंचना के अनुकूल क्षेत्रों को न्याय के कठघरे में लाने का अनुरोध किया।

65. In this regard, the developed major economies will implement, consistent with international obligations, economy-wide mid-term goals and take corresponding actions in order to achieve absolute emission reductions and, where applicable, first stop the growth of emissions as soon as possible, reflecting comparable efforts among them.

इस संदर्भ में विश्व की महत्वपूर्ण एवं विकसित अर्थव्यवस्था वाले देश अंतर्राष्ट्रीय बाध्यता के अनुरूप अपनी अर्थव्यवस्था के विस्तार के अनुरूप मध्यवर्ती लक्ष्य तैयार करेंगे और उनका कार्यान्वयन करेंगे।

66. The contractual obligations, terms/conditions, fee structure for the course proposed may be studied carefully and if possible, Indian students already studying there and the Indian Mission concerned may be consulted before taking the final decision and making any payment to the universities/institutions or their agencies.

संविदात्मक दायित्वों, नियम/शर्तों, प्रस्तावित पाठ्यक्रम के लिए शुल्क संरचना, यदि संभव हो तो ध्यान देखी जा सकती है, पहले से ही वहाँ अध्ययन करने वाले भारतीय छात्रों और भारतीयों से अंतिम निर्णय लेने से पहले और विश्वविद्यालयों/संस्थानों या उनके एजेंसियों को किसी भी प्रकार का भुगतान करने से सलाह ली जा सकती है।

67. Clearly, with their greater capacity to contribute, the developed countries must take lead in this process and fulfill their obligations – not only in terms of more ambitious commitments for reducing greenhouse gas emissions, but also in helping the developing countries in their mitigation and adaptation efforts.

पूरे करने चाहिए। ये दायित्व सिर्फ ग्रीन हाउस गैस उत्सर्जनों में कमी लाने से संबंधित वचनबद्धता से संबंधित नहीं हैं बल्कि विकासशील देशों के प्रशमन एवं अनुकूलन प्रयासों में सहायता प्रदान करने से भी संबंधित हैं।

68. I do not have any concrete proof of them being alive, but I also do not have any concrete evidence of them having been killed. So it is not only wise but also obligation of responsibility that I should choose second option and keep on searching them.

मेरे पास ठोस सबूत उनकी ज़िन्दा होने का नहीं है लेकिन मेरे पास ठोस सबूत उनके मारे जाने का भी नहीं है, तो केवल बुद्धिमत्ता का तकाज़ा ही नहीं, ज़िम्मेदारी का तकाज़ा भीये कहता है कि मैं दूसरे विकल्प को स्वीकार करूँ और आगे बढूँ।

69. Coming to bilateral relations, the Prime Minister mentioned that terrorism is a perennial concern and it now affects Pakistan also; we have an obligation to work together to ensure that it does not spoil the atmosphere of our bilateral relations; we need to move on to a constructive agenda.

अब हम द्विपक्षीय संबंधों पर आते हैं। भारत के प्रधान मंत्री ने इस बात का उल्लेख किया कि आतंकवाद एक स्थायी सरोकार है तथा अब यह पाकिस्तान को भी प्रभावित कर रहा है; यह सुनिश्चित करने के लिए साथ मिलकर काम करना हमारा दायित्व है कि इससे हमारे द्विपक्षीय संबंधों का माहौल खराब न हो; हमें एक रचनात्मक एजेंडा की दिशा में आगे बढ़ने की जरूरत है।

70. The NE has adopted the principle of effective interpretation which gives full effect to the rights and obligations provided by the Treaty, taking into account its object and purpose set out in the Preamble which is "attaining the most complete and satisfactory utilization of the waters of the Indus System of rivers”.

तटस्थ विशेषज्ञ ने प्रभावी व्याख्या के सिद्धांत का पालन किया है जो प्रस्तावना में निर्धारित इसके लक्ष्य और उद्देश्य जो ‘सिंधु नदी प्रणाली के जल के पूर्ण और संतोषजनक उपयोग करना है' को ध्यान में रखते हुए संधि द्वारा दिए गए अधिकारों और दायित्वों को पूर्ण प्रभावी बनाता है ।

71. In an essay on agnosticism, he wrote: “If we could only see . . . the torrents of hypocrisy and cruelty, the lies, the slaughter, the violations of every obligation of humanity, which have flowed from this source along the course of the history of Christian nations, our worst imaginations of Hell would pale beside the vision.”

अज्ञेयवाद के विषय पर एक निबन्ध में उसने लिखा: “ईसाई राष्ट्रों के इतिहास के दौरान इस स्रोत से जो पाखण्ड और क्रूरता की बौछार, झूठ, हत्याकाण्ड, और इन्सानियत की हर एक ज़िम्मेदारी के उल्लंघन बहे हैं, अगर हम उसे सिर्फ़ देख पाते, तो इस दर्शन की तुलना में नरक के हमारे बदतरीन ख़याल फीके पड़ जाते।”

72. And then in the next 48 to 72 hours we expect to double the officials who will be available in a roving capacity to assist any Indian national for each of these issues (a) in case they have any problem with travel documentation, (b) in case they have any problem with contractual obligations if they have to move out, and (c) in case they have any problem with acquisition of air tickets.

और फिर अगले 40 से 72 घंटे में हम अधिकारियों की संख्या दोगुना करने की उम्मीद रखते हैं जो इनमें से प्रत्येक मुद्दे के लिए किसी भारतीय नागरिक की सहायता करने के लिए घुमंतू क्षमता में उपलब्ध होंगे (क) यदि उन्हें यात्रा दस्तावेज को लेकर कोई समस्या है (ख) यदि संविदात्मक दायित्वों को लेकर उन्हें कोई समस्या है यदि वे बाहर निकलना चाहते हैं, और (ग) यदि उन्हें एयर टिकट प्राप्त करने को लेकर कोई समस्या है।

73. Recognising that North Korea’s continued pursuit of nuclear and ballistic missile programmes and its proliferation links, including the launch of a ballistic missile flying over Japanese territory on 29 August 2017, pose grave and real threat to international peace and stability and the international non-proliferation efforts, the two Prime Ministers strongly urged North Korea to abandon its nuclear and ballistic missile programmes and not to take any further provocative actions, and to fully comply with its international obligations under relevant UNSC resolutions including the newly and unanimously adopted resolution 2375, and other international commitments.

इस बात को मान्यता प्रदान करते हुए कि उत्तर कोरिया के परमाणु और बैलिस्टक मिसाइल कार्यक्रम और परमाणु प्रसार संपर्क जिनमें 29 अगस्त, 2017 को जापानी क्षेत्र से गुजरती हुई बैलिस्टिक मिसाइल का प्रेक्षपण भी शामिल है, अंतर्राष्ट्रीय शांति और स्थायित्व तथा अंतर्राष्ट्रीय गैर-प्रचुरोद्भवन प्रयासों को गंभीर खतरा और वास्तविक चुनौती प्रस्तुत करते हैं, दोनों प्रधानमंत्रियों ने उत्तर कोरिया से पुरजोर आग्रह किया कि वह अपने परमाणु और बैलिस्टिक मिसाइल काय्रक्रमों को त्याग दे तथा प्रासंगिक यूएनएससी संकल्पों के अंतर्गत जिसमें नवीनतम और सर्वसम्मति से अंगीकृत संकल्प 2375 तथा अन्य अंतर्राष्ट्रीय प्रतिबद्धताएं भी शामिल हैं, अपने अंतर्राष्ट्रीय दायित्वों का पूर्णत: अनुपालन करे।

74. They have to pass through the labyrinth of one court to another until their patience gets exhausted and they give up hope in utter despair . . . The only persons who benefit by the delay in our Courts are the dishonest who can with impunity avoid carrying out their legal obligations for years and each affluent person who obtains orders and stays or injuctions against Government and the public authorities and then continues to enjoy the benefit of such stay or injunction for years , often at the cost of public interest . About Supreme Court , the Chief Justice observed : The Supreme Court is today on the brink of collapse with the enormous inflow of cases and heavy arrears .

उन्हें एक न्यायालय से दूसरे न्यायालय की भूलभुलैया से गुजरना पडऋता है और अंत में वे थक जाते हैं तथा घोर निराशा के कारण हिम्मत हार बैठते हैं . . . हमारे न्यायालयों में होने वाले विलंब से अगर किसी को फायदा होता है तो वे हैं बेऋमान लोग जो बरसों तऋक बिना कोऋ दंड पाए अपने विधिक दायित्वों के पालन से बचते जाते हैं और प्रत्येक वह धनी व्यि > जो सरकार या लोक प्राधिकारियों के विऋद्ध आदेश , रोक आदेश या व्यादेश प्राप्त कर लेता है , वह बरसों तक , प्रायः लोकहित की कीमत पर , ऐसे रोक आदेश अथवा व्यादेश का लाभ उठाता रहता है . उच्चतम न्यायालय के विषय में , मुख्य न्यायाधीश महोदय का कथन था ः नए मुकदमों की भारी आमद और अनिर्णीत पडऋए मामलों की विशाल संख्या के फलस्वरूप आज उच्चतम न्यायालय धराशायी होने की स्थिति के निकट पहुंच गया है .
